AL SB260

Creates the Alabama Oil and Gas Study Commission as a permanent study commission to continuously evaluate the state's oil and gas industry, laws, regulations, exploration, production, and fiscal impact.

Commission consists of 10 voting members: 3 Senate members appointed by the Senate presiding officer, 1 Senate member from Southeast Oil and Gas Association nominees, 1 Senate member from an oil and gas producing county, 3 House members appointed by the Speaker, 1 House member from Alabama Petroleum Council nominees, and 1 House member from an oil and gas producing county.

State Oil and Gas Supervisor and Commissioner of the Department of Conservation and Natural Resources serve as ex officio, nonvoting members; commission elects chair and vice chair from appointed members.

Commission shall meet annually and as called by the chair or majority vote; may call witnesses under oath and issue subpoenas; legislative members receive compensation and per diem in accordance with Amendment 871 of the Alabama Constitution.

Commission must submit annual report with findings and legislative recommendations to the Governor and Legislature by the 10th legislative day of the regular session.
