Expands construction zone violations to include all moving violations (not just speeding) committed when workers are present and work zone traffic control devices or warning signs are posted.

Increases penalties for construction zone moving violations to the greater of $250 or double the amount prescribed by law outside a construction zone.

Requires warning signs at construction zone entrances to notify motorists of doubled additional fines for moving violations and to specify that fines apply only when construction personnel are present.

Authorizes the State Department of Transportation and county commissions to adopt administrative rules and procedures to enforce construction zone violations on state/interstate highways and county roads respectively.

Becomes effective on the first day of the third month following passage and approval by the Governor.
