SB278 Summary

• Increases the privilege assessment on nursing facility beds from $1,899.96 to $2,227.44 annually, effective September 1, 2020, with the $327.48 addition paid in equal monthly installments and included in Medicaid per diem rates starting October 1, 2020.

• Recalculates current asset value for nursing facility rate calculations beginning with the June 30, 2020 cost reporting period by adding 41.03% to each facility's rebased current asset value, with rate increases effective October 1, 2020.

• Authorizes the Alabama Medicaid Agency to establish a quality incentive program with a minimum $5,000,000 annual fund, scoring nursing facilities based on five MDS Quality Measures and three customer satisfaction survey categories, with payments made by February 1 following each scoring period.

• Makes the bill provisions severable, so they remain in effect only if federal Medicaid financial participation is available at the approved federal medical assistance percentage for each respective section.

• Becomes effective immediately upon passage and approval by the Governor.
