Requires the Alabama Department of Corrections to provide quarterly reports to the Joint Legislative Prison Oversight Committee containing statistical data on inmate population size, composition, and demographics.

Mandates quarterly reports on correctional officer staffing levels, inmate participation in educational/vocational/religious/reentry programs (broken down by sex), and all litigation filed against the department or its employees.

Requires quarterly reporting on sexual abuse and sexual victimization incidents in correctional facilities, with designation of whether investigations are pending or complete and their status (substantiated, unsubstantiated, or unfounded).

Mandates quarterly reports on inmate deaths in facilities (including autopsy results), and recovery of cell phones, electronic devices, weapons, and controlled substances within facilities.

Revises the correctional officer oath of office to require all correctional officers (not just guards) to take an oath before performing duties, and updates statutory language regarding prisoner care and rehabilitation standards.
