Establishes legislative intent requiring the Alabama Department of Conservation and Natural Resources to expend all federal funds received under Public Law 109-432 (Gulf of Mexico Energy Security Act of 2006) exclusively within Alabama's coastal political subdivisions.

Authorizes fund expenditure only for coastal protection, conservation, coastal restoration, hurricane protection, infrastructure affected by wetland losses, fish and wildlife damage mitigation, federally approved conservation management plans, onshore infrastructure projects, and planning/administrative costs.

Confirms Alabama receives a minimum of 10 percent of federal Outer Continental Shelf revenues each fiscal year, with 20 percent of allocated amounts distributed directly to coastal political subdivisions.

Becomes effective immediately upon passage and gubernatorial approval or upon otherwise becoming law.
