Changes the voter registration list update cycle from January of every fourth year beginning in 1997 to February 2021, and then every fourth year thereafter.

Requires the Secretary of State or boards of registrars to use United States Postal Service National Change of Address database data to identify voters who may have moved and send forwardable notices within 90 days.

Establishes three procedures based on voter relocation: same jurisdiction (address updated automatically with verification notice), different jurisdiction within state, or out-of-state (both receive forwardable notices allowing address verification).

Requires voters to complete a registration update form before voting if they fail to respond within specified timeframes; voters become inactive after the second federal election without response or voting activity.

Authorizes the Secretary of State to adopt rules to implement the section and act as an agent for boards of registrars; becomes effective on the first day of the third month after passage and approval.
