Increases the competitive bidding threshold for public expenditures from $15,000 to $25,000, requiring contracts at or above the new amount to be awarded through sealed competitive bidding.

Applies to all public entities including state trade schools, junior colleges, universities, school districts, county commissions, municipalities, and utility boards, with the exception of public works contracts.

Allows awarding authorities to establish local preference zones and award contracts to responsible local bidders whose bids are no more than 5 percent higher than the lowest bid.

Permits awarding authorities to award contracts to in-state businesses (including women-owned, minority-owned, veteran-owned, and small businesses) if their bid is no more than 10 percent higher than a foreign entity's lowest bid.

Becomes effective on the first day of the third month following passage and gubernatorial approval.
