Applies only to Montgomery County and establishes procedures for the Montgomery County Legislative Delegation, comprising all state senators and representatives representing any portion of the county.

Requires the delegation to convene by July 1, 2020, to elect a chair and vice chair by concurrent majority vote, with Senate votes weighted to equal House votes; initially the chair must be a senator and vice chair a representative, then alternating annually beginning January 1, 2021.

Requires electronic notice of all meetings at least 24 hours in advance with time, location, and agenda; establishes a quorum of four members with at least one senator present; allows remote participation via phone or video conference.

Each Senate member's vote counts as 2.5 votes and each House member's vote counts as 1 vote, ensuring equal total voting power between chambers; voting weights adjust if reapportionment changes delegation size after June 1, 2020.

Becomes effective June 1, 2020, and any delegation action violating these procedures is void.
