Proposes a constitutional amendment to Section 16 of the Alabama Constitution of 1901 to guarantee reasonable bail for all individuals prior to conviction.

Removes the current exception that denies bail only for capital offenses when proof of guilt is evident or presumption of guilt is great.

Allows the Legislature to enumerate by general law specific offenses for which bail may be denied, replacing the current capital offense limitation.

Requires a statewide election on the proposed amendment, with approval by majority of qualified voters needed for adoption.

Election officials must assign a ballot number and provide a description of the amendment along with Yes/No voting options on the election ballot.
