Prohibits operation of nonconforming low-speed vehicles (four-wheeled vehicles with top speed not greater than 35 mph and gross vehicle weight rating less than 3,000 pounds that do not comply with 49 C.F.R. § 571.500) on public highways unless authorized by county or municipal ordinance or resolution.

Counties and municipalities may authorize nonconforming low-speed vehicles if ordinances establish minimum standards including: vehicles limited to roads with speed limits of 35 mph or less (except for crossing), drivers must have valid driver's licenses, and operation only between sunrise and sunset unless equipped with headlights, brake lights, turn signals, and windshield.

Establishes a $25 fine for violating the prohibition on operating nonconforming low-speed vehicles without authorization.

Exempts farm tractors, agricultural implements and equipment, mini-trucks registered under Code of Alabama 1975 Section 32-6-59, and low-speed vehicles owned or operated by public institutions of higher education on their property.

Does not supersede or affect existing local legislation relating to low-speed vehicle operation that was in effect prior to the act's effective date.
