Repeals the existing Self-Service Storage Act and replaces it with the Self-Service Storage Facilities Act, effective October 1, 2020 for all rental agreements entered into, extended, or renewed after that date.

Establishes operator liens on stored personal property for delinquent rent, late fees, labor, and other charges, with liens superior to all other liens except tax liens.

Permits operators to deny occupant access to leased space upon default and to sell stored property if occupant is in default for more than 30 days, provided the operator follows required notice procedures.

Requires operators to provide occupants at least 20 days' notice before sale (via verified mail or electronic mail) and to advertise the sale at least 7 days in advance in a newspaper or other commercially reasonable manner likely to attract at least three independent bidders.

Sets reasonable late fees at $20 or 20 percent of monthly rent (whichever is greater), prohibits residential use of leased spaces, and allows operators to enter leased spaces for inspection or repair with reasonable notice, or without notice in emergencies.
