Authorizes the Alcoholic Beverage Control Board to issue licenses for wine festivals to licensed wineries, grape grower organizations, municipalities, counties, and incorporated arts councils or downtown development entities.

Allows wine manufacturers to dispense tastings and sell table wine directly to customers at licensed wine festivals for on-premises or off-premises consumption, without requiring sales through distributors.

Requires license applications be submitted at least 25 days in advance with a fee not to exceed $150, or no fee if the festival takes place entirely on the winery's premises.

Limits off-premises wine sales to one case (12 750-milliliter bottles) per customer per day and requires wine sold for off-premises consumption to be sealed, labeled, packaged, and taxed in accordance with applicable laws.

Prohibits wine sales at any wine festival after 2:00 a.m. on Sundays and becomes effective on the first day of the third month following passage and approval by the Governor.
