• Creates a "farm winery" classification for Alabama wineries that produce at least 50 percent locally-sourced wine or produce fewer than 25,000 gallons annually.

• Allows farm wineries to sell table wine directly to consumers for on-premises or off-premises consumption, provided they collect and remit all applicable sales, use, and excise taxes.

• Permits farm wineries to sell up to 10,000 gallons of table wine annually directly to licensed retailers and to transport or deliver wine to those retailers.

• Exempts farm wineries from Article 10 of Alabama's alcoholic beverage regulations and prohibits the state, counties, or municipalities from charging business licensure fees for farm winery sales or deliveries.

• Authorizes the Alcoholic Beverage Control Board to adopt rules implementing the act, including record-keeping requirements to verify farm winery qualifications; effective three months after passage.
