• Requires private water system utilities serving fewer than 1,000 customers in Class 8 municipalities to petition and obtain municipal approval before exempting themselves from Public Service Commission regulation.

• Makes the exemption effective only upon filing written notification to the Public Service Commission and submission of the municipality's written resolution approval.

• Allows exempted utilities to maintain existing rates without further municipal approval but requires municipalities to approve any future rate changes that are fair, just, and reasonable.

• Permits rate changes to be documented through water purchase agreements or other written means and allows for prospective rate adjustments based on specified criteria.

• Applies only to utilities that follow the new procedure; utilities that have not previously followed this procedure remain subject to Public Service Commission regulation.
