Amends Rule 19 of the Joint Rules of the Two Houses of the Legislature of Alabama to address quorum requirements during gubernatorial emergencies.

Days when both the House and Senate lack sufficient members to constitute a quorum shall not be considered legislative days if the Governor has declared a state of emergency pursuant to Section 31-9-8 of the Code of Alabama 1975.

When either chamber is called to order but lacks a quorum during a declared state of emergency, the Speaker of the House or President Pro Tempore of the Senate may set the date and time for their respective chamber to reconvene, and that day shall not be counted as a legislative day.

Requires the Speaker of the House and President Pro Tempore of the Senate to provide members with at least 24 hours' notice before the chamber's set time to reconvene.
