Creates the Alabama USA Semiquincentennial Commission to plan, promote, and implement public celebrations and commemorations of the 250th Anniversary of the Declaration of Independence on July 4, 2026, and the 250th Anniversary of the United States of America.

Commission shall promote awareness of American independence, the Revolutionary War, constitutional self-government, and the breadth of American history including contributions from indigenous peoples, colonists, enslaved African Americans, and others.

Establishes an 11-member voting commission including the Governor as Honorary Chair, appointees from the Lieutenant Governor, Senate President Pro Tempore, House Speaker, Alabamians serving on the federal Semiquincentennial Commission, and citizens at large appointed by the Governor.

Designates the American Village campus of the Citizenship Trust as an Alabama "celebration capitol" and national welcome and education center for the United States Semiquincentennial.

Commission shall make annual written reports to the Governor and Legislature beginning in 2021 through its final report in 2027, when the commission and its advisory committees are dissolved.
