Addresses military installation support through economic development authority formation near Air Force bases (SB53), land use planning and notification requirements for tall structures near installations (SB99), and charter school formation near military installations (SB106).

Provides additional provisions for military dependents' education including virtual education residency status (SB143) and increases Armory Commission membership from nine to 15 members (SB163).
