AL HB1

Prohibits any person from performing, counseling, making referrals for, or causing certain medical procedures or medications to be performed on minors intended to alter gender appearance or delay puberty, including puberty blockers, cross-sex hormones, and gender-related surgeries.

Exceptions apply only to procedures treating medically verifiable disorders of sex development, such as ambiguous external genitalia or diagnosed conditions with abnormal sex chromosome structure or hormone production.

Prohibits school nurses, counselors, teachers, and administrators from encouraging minors to withhold from parents information about the minor's gender identity or perception inconsistent with biological sex.

Violations of the medical procedure prohibition constitute a Class C felony; violations of the school disclosure prohibition are also Class C felonies.

Becomes effective 30 days following passage and gubernatorial approval.
