Establishes an advance voting period allowing registered voters to cast ballots without excuse at designated advance voting centers in their county of residence before election day.

Advance voting period runs from the fourth Monday of the month preceding an election through the Friday immediately before election day, with centers open during normal business hours on weekdays and 9:00 a.m. to 4:00 p.m. on Saturdays.

Requires judges of probate in each county to manage advance voting, designate at least one advance voting center, and configure boundaries if multiple centers are established; all centers in a county must have identical operating hours.

Directs appointing boards to appoint poll workers for advance voting centers and requires judges of probate to provide reasonable public notice of advance voting availability, times, dates, and locations.

Becomes effective on the first day of the third month following passage and approval by the Governor, and does not affect existing voter registration procedures or election day voting requirements.
