Creates the Jefferson County Citizens Health Advisory Board with nine members appointed by Birmingham City Council, Jefferson County Commission, Jefferson County Mayors Association, state legislative delegations (minority and majority parties from both chambers), a school superintendent from District 5, and the Birmingham Business Alliance.

Requires all board members to be Jefferson County residents, with appointing authorities coordinating appointments to reflect diversity of gender, race, and geographical areas.

Board members serve four-year terms with staggered initial terms determined by the county commission, and vacancies are filled by the respective appointing authority.

Grants the advisory board authority to provide recommendations to the Jefferson County Board of Health on general policies, direction, strategies, and mission.

Requires the Jefferson County Health Officer to provide proposed resolutions, orders, or directives to the advisory board and must consider the board's recommendations within 10 calendar days before issuing any county-wide mandate or directive.
