HB 116 - Alabama Voter Confidence Act

• Secretary of State authorized to conduct a limited post-election audit of the November 8, 2022, statewide general election between November 30, 2022, and January 31, 2023

• Secretary of State may select up to three counties from applicants to participate in audit, with selections reflecting gender, race, and geographical diversity; audit limited to one voting location per county and one statewide office plus one county office per county

• Secretary of State must file petition with circuit judge specifying audit details and requesting protective order; circuit judge must grant written order to judge of probate and sheriff to open ballot boxes if petition is granted

• County expenses for audit reimbursed from federal funds available to Secretary of State; if no federal funds available, Secretary of State bears all costs

• Judge of probate must post audit results on courthouse door and Secretary of State website; Secretary of State must report findings to Governor and Legislature within 30 days of audit completion
