Allows qualified voters who are blind or visually impaired to vote by absentee ballot if confirmed by the Alabama Institute for Deaf and Blind through a written signed affidavit.

Requires the Secretary of State to adopt rules establishing an application procedure for blind or visually impaired voters to vote by absentee ballot on an ongoing basis.

Requires the Secretary of State to adopt rules for automatically transmitting absentee ballots before each election in a timely manner to voters confirmed as blind or visually impaired.

Amends Section 17-11-3.1 of the Code of Alabama 1975 to add new subsections (c) and (d) establishing the absentee voting process for blind or visually impaired voters.

Becomes effective immediately upon passage and approval by the Governor, or upon otherwise becoming law.
