HB15 Summary

• Amends Section 40-12-270 of the Alabama Code to establish an annual distribution of $1,200,000 to the Alabama Law Enforcement Agency (ALEA) from motor vehicle license taxes and registration fees for traffic and motor vehicle law enforcement.

• Maintains existing distribution percentages for motor vehicle license tax and registration fee proceeds between the State of Alabama (72%), municipalities (21%), and counties (7%), with county distributions further allocated based on vehicle registration numbers.

• Preserves the Secondary Road Committee structure to develop and publish criteria for designating high-density roads and bridges eligible for special funding from county distributions, with approval authority retained by the State Director of Transportation.

• Becomes effective beginning with the fiscal year ending September 30, 2022.
