• Requires the Alabama Commission on Higher Education to post annual reports of institutional tuition policies on its website, including out-of-state tuition practices and decisions regarding resident and nonresident status.

• Expands the Police Officer's and Firefighter's Survivors Educational Assistance Program to include dependent natural children born after the death of a law enforcement officer, firefighter, or rescue squad member.

• Includes dependent children born or adopted after the total disability of a law enforcement officer, firefighter, or rescue squad member in the educational assistance program.

• Maintains the requirement that adopted dependents must have been adopted and resided in the household for at least five years prior to enrollment to receive benefits.

• Becomes effective on the first day of the third month following passage and gubernatorial approval.
