HB163 - Title Modernization Act of 2021

• The Commissioner of Revenue may waive notarization requirements for written certificates and documents filed with the Department of Revenue when filed by electronic means.

• When the Department of Revenue directly processes a motor vehicle or manufactured home title application (not through a designated agent), the department may collect a $1.50 commission fee equal to the commission retained by designated agents.

• The 15-calendar-day hold period on issuing new certificates of title to transferees on replacement certificates may be bypassed if the title information can be verified electronically through the National Motor Vehicle Title Information System.

• The act authorizes the Commissioner to establish procedures for electronic transfer of titles and recording/release of security interests through electronic means.

• The act becomes effective immediately upon passage and approval by the Governor.
