Authorizes Baldwin County to assess an additional $10 in court costs on each criminal case filed in circuit and district courts, including traffic cases but excluding juvenile and family court cases.

Court clerks collect the additional costs and remit them to the Baldwin County Commission, which distributes proceeds to the circuit court and district attorney to create, implement, and administer a mental health diversionary program called the "mental health court."

Costs may only be waived if all other fees, assessments, costs, fines, and charges associated with the case are also waived.

Becomes effective on the first day of the third month following passage and approval by the Governor.
