• Establishes early voting for all general and special elections (excluding municipal elections) beginning with the November 2022 election cycle, allowing qualified electors to vote in-person without excuse at designated early voting centers.

• Early voting period runs from the Saturday 17 days before election day through the Saturday 3 days before election day, with minimum hours of 7:00 a.m. to 8:00 p.m. on weekdays (at least 4 continuous hours, with at least 2 days open until 8:00 p.m.) and 10:00 a.m. to 7:00 p.m. on Saturdays.

• Requires each county to operate at least one early voting center per 100,000 residents based on federal decennial census data, with centers located at courthouses, annexes, government buildings, or election day polling places.

• Each early voting center must have at least two voting machines, be staffed with at least one inspector and three clerks per center, and conduct voting using the same procedures as election day voting.

• County commissions must adopt a communication plan publicizing early voting opportunities, precinct assignments, and center locations/hours; all early voting expenses are reimbursed under existing state law, and the Secretary of State must adopt rules preventing voters from casting multiple votes in the same election.
