Proposes constitutional amendment to Section 65 of Alabama Constitution to establish an Alabama Lottery and create an Alabama Lottery Corporation to regulate and administer it.

Allocates lottery net proceeds as follows: 40% to State General Fund, 40% to Education Trust Fund, and 20% to Alabama Department of Corrections, with prohibition on using education funds to replace existing education revenues.

Creates Lottery Trust Fund as separate account in State Treasury to hold net lottery proceeds until allocation, with all interest earnings reserved for the enumerated purposes.

Authorizes Legislature to implement the lottery through enabling general laws and permits Alabama Lottery Corporation to enter reciprocal agreements with other jurisdictions.

Terminates the lottery and Alabama Lottery Corporation on December 31 of the tenth year following amendment adoption, with winding down of operations to begin January 1 of that tenth year.
