Establishes physical specifications for memorials: maximum 3 feet in height, 2 feet in width, and 6 inches in thickness; must be constructed of durable material with no moving or electronic parts.

Creates separate procedures for state-maintained highways (Department of Transportation approval) and county/municipal roads (local county or municipality approval), with collected fees deposited accordingly to state or local treasuries.

Requires memorials to be positioned as far from the roadway as practicable to preserve public safety and facilitate highway maintenance, and mandates approval prior to placement.
