HB21 Summary

• Proposes an amendment to Section 122 of the Alabama Constitution to authorize the Legislature to call itself into a special session, in addition to the Governor's existing power to do so.

• Allows the President Pro Tempore of the Senate and Speaker of the House to jointly convene a special session under the same conditions and limitations as the Governor's authority.

• Requires each house to adopt a resolution by a two-thirds vote of all members elected to each house on the first day of any legislatively-called special session, or the Legislature shall stand adjourned sine die.

• Preserves the Governor's authority to convene special sessions under the original constitutional provision.

• Requires voter approval through statewide election conducted in accordance with Alabama election laws and constitutional procedures.
