• Requires the Division of Construction Management to provide electronic submission and signing of documents at no additional cost and submit annual reports to legislative leadership on K-12 school projects by November 30.

• Mandates that new construction contracts for buildings with classrooms or dorm rooms at higher education institutions include Division of Construction Management-approved safe spaces or hallways rated for tornadoes.
