HB221 Summary

• Adds a new definition of "transporter" to Alabama Code to include persons engaged in facilitating delivery of motor vehicles, mobile homes, trailers, and special mobile equipment between manufacturers, distributors, dealers, or persons.

• Authorizes manufacturers, dealers, and transporters of motor vehicles and mobile homes to apply to the Department of Revenue for authority to issue temporary license plates and temporary registration certificates for vehicles being permanently licensed in other states.

• Temporary license plates and registration certificates are valid for 20 days from issuance and cost $2.25, with $1.50 going to the state and $0.75 to the county.

• Transporters and other qualifying entities must maintain records for one year, enter into surety bonds, and comply with department regulations regarding issuance and use of temporary plates and certificates.

• Establishes penalties including fines up to $500 and/or imprisonment up to six months for making false statements in applications or operating vehicles with expired temporary tags.
