• Amends Section 11-50-313 of the Alabama Code to allow municipal governing bodies to set compensation for utility board members in Class 7 municipalities that own and operate water, electric, and sewer systems.

• In Class 7 municipalities, the board chair's compensation is set by the governing body with no maximum specified, and each other board member's compensation is also set by the governing body with no maximum specified.

• Maintains existing compensation limits for other municipality classes, ranging from $400-$600 per meeting for chairs and $400 per meeting for other members, with annual caps ranging from $4,800-$7,200 depending on municipality size and system type.

• Excludes the City of Montgomery and City of Prichard Water and Sewer Board from the compensation provisions established in the act.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
