Expands Alabama Department of Veterans' Affairs assistance to include veterans whose military service was not during wartime, removing the "war time service" requirement for eligibility.

Authorizes the State Board of Veterans' Affairs to incur marketing and promotional expenditures and activities to educate and promote the department's mission to veterans, the public, and potential applicants.

Removes the county residency requirement for county service commissioners, allowing them to be residents of the state instead while maintaining other qualifications including 60+ days of active duty military service.

Clarifies that counties must provide suitable office space for district or county service commissioners and pay all associated operating expenses including rent, utilities, internet, janitorial service, and employee parking.

Becomes effective on the first day of the third month following passage and gubernatorial approval.
