Expands construction zone violations to include all moving violations (not just speed violations) when workers are present and work zone traffic control devices or warning signs are posted.

Increases penalties for construction zone moving violations to the greater of $250 or double the standard fine for the same violation outside a construction zone.

Requires warning signs at construction zone entrances to notify motorists of doubled additional fines for moving violations when construction personnel are present.

Eliminates the ability to assess additional court costs on conviction of construction zone moving violations.

Becomes effective on the first day of the third month following passage and approval by the Governor.
