• Amends Act 2015-93 to impose a $30 booking fee court cost against any defendant booked in St. Clair County jails who is convicted, pleads guilty, or has costs otherwise assessed in circuit court, district court, or municipal court.

• Court costs cannot be waived unless all other fees, assessments, costs, fines, and charges associated with the case are also waived.

• Monthly collected booking fees are remitted to the St. Clair County Commission and deposited in the county general fund for jail construction, maintenance, and operation.

• Creates a tiered allocation system where funds collected above specified thresholds ($500,000 to $1,000,000+ annually) dedicate a percentage (10-25%) toward renovation and maintenance of justice facilities in the City of Ashville, with remainder used for county jail purposes.

• Becomes effective immediately upon passage and Governor approval.
