Amends Section 13A-11-75.1 of the Alabama Code to allow active members of the U.S. Armed Forces, honorably discharged veterans, and retired military veterans to obtain pistol permits without paying a fee.

Defines eligibility categories: retired military veterans must present a government-issued Veteran Identification Card or DD-214 form; active members must present current valid U.S. Military Identification; honorably discharged veterans must present a DD-214, Record and Report of Separation Honorable Discharge, or Alabama driver's license with veteran designation.

Permit holders may apply for renewals without fees as long as they continue to meet renewal conditions.

Authorizes sheriffs to revoke permits if the permit holder is convicted of a felony involving moral turpitude, domestic violence in the first or second degree, or if an active duty member resigns without honorable discharge or is dishonorably discharged.

Becomes effective on the first day of the third month following passage and approval by the Governor.
