Appropriates $12,257,156 from the Education Trust Fund to Tuskegee University for fiscal year ending September 30, 2022, for support and maintenance of the institution's educational program.

Designates at least $2,000,000 of the appropriation for agricultural research and extension service state match.

Requires submission of an operations plan with goals and measurable performance indicators and an audited financial statement for fiscal year 2020 before funds are released.

Mandates quarterly reports to the Director of Finance comparing actual expenditures and accomplishments to planned amounts, plus an end-of-year performance report detailing work accomplished, services provided, and costs.

Becomes effective October 1, 2021.
