Amends Alabama Code Section 13A-12-260 to enhance penalties for delivering or selling drug paraphernalia, maintaining existing definitions of drug paraphernalia and factors for determining its status.

Establishes that delivery or sale of drug paraphernalia to a person under 18 years old who is at least three years younger constitutes a Class B felony.

Imposes an additional $250 fine when unlawful delivery or sale occurs on school, college, university, or church campuses or within a 1,000-foot radius of those locations.

Creates tiered penalties where first violations are Class A misdemeanors, subsequent violations are Class C felonies, and violations involving firearms possession upgrade to Class B felonies.

Becomes effective on the first day of the third month following passage and approval by the Governor.
