Adds a new eligibility category for wrongful incarceration compensation when a felony conviction is reversed on appeal due to ineffective assistance of counsel or prosecutorial misconduct and the state declines to reprosecute.

Establishes compensation at $50,000 per year of incarceration for individuals meeting existing eligibility criteria under Sections 29-2-156(1) or (2).

Establishes compensation at $25,000 per year of incarceration for individuals meeting the new eligibility criteria under Section 29-2-156(3), with pro rata amounts for partial years.

Allows the compensation committee to recommend discretionary supplemental awards beyond the base amount, subject to legislative approval.

Becomes effective on the first day of the third month following passage and approval by the Governor.
