• Authorizes Secretary of State to adopt rules for implementation and to act as agent for boards of registrars only upon receiving written consent of the county commission.

• Modifies voter removal procedures by changing inactive voter status management to be recorded in statewide voter registration database rather than maintaining separate suspense files.
