• Legislative Council may review presidential executive orders and recommend them to the Attorney General and Governor for further review of constitutionality.

• Attorney General shall review recommended executive orders to determine if they constitute an unconstitutional exercise of legislative authority or if the state should seek an exemption.

• State agencies and political subdivisions are prohibited from implementing executive orders that the Attorney General determines to be an unconstitutional restriction of rights relating to epidemics, pandemics, natural resources, agriculture, land use, financial sector regulation, or Second Amendment rights.

• Bill is excluded from local funding requirements under Alabama Amendment 621 because it defines a new crime or amends an existing crime definition.

• Act becomes effective on the first day of the third month following passage and approval by the Governor.
