Amends Alabama Code Section 17-9-30 to add a valid inmate identification card or other form of identification issued by an incarceration facility to the list of acceptable photo identification for voting.

Inmate identification cards become acceptable for both in-person voting and absentee ballot applications, placing them on equal footing with driver's licenses, passports, military IDs, and other government-issued photo identification.

Voters requesting absentee ballots must submit a copy of one of the acceptable forms of identification with their application, or the ballot will be issued as a provisional ballot if the application is received within eight days before the election.

Effective date is the first day of the third month following passage and approval by the Governor, or when otherwise becoming law.
