HB39 Summary

• Removes the requirement for qualified Alabama voters to provide an excuse when applying for absentee ballots by mail, hand delivery, or commercial carrier.

• Eliminates the eight specific criteria currently required for absentee voting (such as being out of county, physical illness, work conflicts, student status, military service, election officer duties, caregiving, or incarceration).

• Maintains existing absentee ballot application procedures including the 5-day advance notice requirement and affidavit witness/notarization requirements.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
