• Adds Sections 29-2-41.5 and 29-2-41.6 to the Alabama Code to establish procedures for the Contract Review Permanent Legislative Oversight Committee

• Permits committee members to participate in meetings via telephone conference, video conference, or similar communications equipment, with such participation counting as presence in person

• Requires state agencies and departments receiving direct General Fund appropriations to submit agreements obligating expenditures exceeding $10,000,000 annually to the committee within 10 days of authorization

• Gives the committee 30 days to review submitted agreements, with automatic approval if no notice of disapproval is issued; allows at least two House members and two Senate members to block implementation until 45 days after submission

• Exempts the Department of Transportation from the review process and requires all state entities to cooperate fully with the committee by providing requested documents and information
