Permits Medal of Honor recipients, Purple Heart recipients, former prisoners of war, and veterans with service-connected disabilities to use Alabama National Guard facilities on the same basis as retired or retainer pay military members.

Allows caregivers and family caregivers of eligible veterans to access Alabama National Guard facilities under the same conditions.

Defines key terms including "caregiver," "family caregiver," "former prisoner of war," "medal of honor recipient," "service-connected," and "veteran" by reference to federal law (38 U.S.C. and 10 U.S.C.).

Authorizes the Adjutant General of the Alabama National Guard to adopt rules necessary to implement the law while preserving the guard's authority to maintain security and good order at facilities.

Becomes effective on the first day of the third month following passage and approval by the Governor.
