• Establishes the Marshall County Law Library, Judicial Technology, and Judicial Administration Fund with an additional $10 court cost assessed in all circuit and district court cases to fund law library creation and maintenance, judicial technology improvements, and court administration.

• Deposits collected court costs into an FDIC-insured financial institution designated by the presiding circuit judge, with fund expenditures determined by the presiding judge for equipment, training, personnel, and other court-related needs.

• Reestablishes the Presiding Circuit Judge's Judicial Administration Fund to receive docket fees collected by court clerks, supporting local court operations including court employee salaries and benefits as determined by the presiding circuit judge.

• Requires both funds to be audited like other county funds, with fund expenditures made as negotiable instruments signed by the presiding circuit judge and one other judge of the 27th Judicial Circuit.

• Repeals Act 426 of the 1973 Regular Session and Act 2008-505 of the 2008 Regular Session (Section 45-48-80.02 of the Code of Alabama 1975), effective the first day of the third month following passage and approval.
