Extends postpartum Medicaid coverage from 60 days to 12 months for eligible pregnant women following delivery or involuntary miscarriage.

Requires the Alabama Medicaid Agency to request any necessary federal waivers or authorizations before implementation and permits delayed implementation pending federal approval.

Becomes effective on the first day of the third month following passage and approval by the Governor.

Cites findings that Alabama ranks third highest in maternal death rates at 36.4 per 100,000 live births compared to the national rate of 17.4, and that pregnancy-related deaths have doubled in the United States over the past 30 years.
