• Expands Alabama's Medicaid program to provide assistance to all eligible persons for whom federal matching funds are available under the Patient Protection and Affordable Care Act.

• Designates the Alabama Medicaid Agency as the lead implementation agency and requires all state agencies to provide assistance as requested.

• Requires the Legislature to annually appropriate adequate funding to the Alabama Medicaid Agency to implement and operate the Medicaid expansion program.

• Establishes eligibility for approximately 397,000 currently uninsured Alabamians with incomes below 133 percent of the federal poverty level.

• Takes effect immediately upon passage and approval by the Governor.
