Authorizes the City Council of Mountain Brook to establish and regulate entertainment districts in three historic villages: Crestline Village, English Village, and Mountain Brook Village.

Allows retail licensees of the Alabama Alcoholic Beverage Control Board to obtain entertainment district permits and permits patrons to exit licensed premises with open containers of alcoholic beverages within the entertainment district boundaries.

Prohibits customers from entering another licensee's premises with open or closed containers of alcoholic beverages acquired elsewhere, and prohibits non-licensees from possessing alcoholic beverages acquired outside the district during operating hours.

Grants the City of Mountain Brook authority to regulate hours of operation, revoke entertainment district designations, and enforce the ordinance with penalties for violations.

Act becomes effective immediately upon passage and approval by the Governor.
